Inside IAB Europe’s June Policy Update: Highlights from ‘Policy Matters’

Every month, we deliver Policy Matters, an exclusive newsletter for our members that distils the most pressing policy developments impacting the digital advertising industry. DSA & Protecting Minors Online

The European Commission’s draft guidelines on minor protection under Article 28 of the Digital Services Act (DSA) were a key focus this month. We responded to the public consultation, welcoming the initiative while advocating for a risk-based approach that avoids one-size-fits-all solutions, especially for smaller industry players.

The final guidelines are expected by the end of the year.

AI Act & Apply AI Strategy

As the EU advances its landmark AI Act, we sent our policy recommendations for the Apply AI Strategy. We highlighted the need for proportionate rules, better alignment with GDPR, and support for innovation in the AI space. Our input underscores the transformative potential of AI in digital advertising and the need for practical tools to support compliance.

Parliament’s Push on Minor Protection

A new own-initiative report from the European Parliament calls for stronger online protections for minors, including extending the DSA’s advertising restrictions. We’ve responded with a targeted position paper highlighting the industry’s accountability practices and urging focus on enforcing existing laws over introducing new ones.

Online Advertising Study & DSA Code of Conduct

We were recently interviewed for the European Commission’s study on online advertising, addressing key issues like ad fraud, Privacy Sandbox, and regulatory gaps. We also met with DG CNECT regarding a potential DSA code of conduct for advertising transparency.

European Democracy Shield

In response to the public consultation on the European Democracy Shield, we reaffirmed the value of personalised advertising in supporting media pluralism and democratic discourse. The Commission is expected to present its proposal later this year.

GDPR Procedural Regulation Agreement

A political deal has been reached on the GDPR procedural regulation, aiming to speed up cross-border complaint handling. IAB Europe will share a full analysis once the final text is published.
